The Pescatore Foundation was built on the former Berlaimont and Charles forts. In 1875, the site hosted a major agricultural and horticultural exhibition. The southern part, reserved for the public promenade, was divided into two lots: the quincunx - i.e. the planting of five trees in a straight line at equal distance - on the left of avenue J. P. Pescatore and the jardin creux on the right. A strip of land bordering bd. Royal remained in state hands until the boulevard and Côte d'Eich were completed. French landscape architect Édouard André was commissioned to design the parks.
